Two-Midnight Senate Bill Proposes New Reimbursement Category, Offers Little Else

March 7, 2014—The widely reported Senate bill introduced yesterday for changing provisions of the controversial two-midnight rule proposes a new category of reimbursement for medically necessary short stays, but seems to offer little relief for hospitals.

On the inpatient side, hospitals are already well aware of the financial relevance of ICD-9 codes, yet the financial impact of ICD-10 is even easier to grasp. Today, the US Senate voted to approve H.R. 4302, Protecting Access to Medicare Act of 2014, which included language delaying the implementation of ICD-10-CM/PCS by at least one year. The vote was 64 to 35 at 6:59 p.m. ET. The bill now moves to President Obama, who is expected to sign it into law.
